The HSE are consulting on changes to the Gas Safety (Installation
and Use) Regulations 1998. The regulations currently maintain that gas safety
checks are performed on all gas appliances and flue at intervals of no more
than 12 months.
Part 1 of the consultation, released by the HSE, suggests
amending the regulations so that landlords must carry out the checks within 10-12 months of the last check,
but are still recorded as being completed on the 12-month expiry date.
When
discussing the existing regulations in the HSE’s consultation paper, a survey reveals that many social landlords
begin the procedure of obtaining access to properties approximately 10.5 months
after the previous gas safety check to ensure that they complete the check by
the 12-month due date.
The paper also
mentions that “Since in about 75% of cases landlords do gain access promptly,
this leads to a shortening of the safety check cycle year-on-year. If landlords
carry out a gas safety check every 10.5 months this results in 10 annual gas
safety checks being completed over a 9 year period, instead of the statutory
9”.
Therefore, the
newly proposed ‘MOT’ style of check would allow greater flexibility for social landlords
as well as save them an estimated £22 million per annum due to less checks,
according to the HSE.
