C365 Cloud Evidencing Compliance with the NHS Premises Assurance Model (PAM)

The NHS Premises Assurance Model (PAM) provides individual NHS organisations with a way of measuring how well they run their estate. It is an assessment tool that analyses centrally-collected data and the evidenced opinions of the completing organisation.


The NHS is going through a period of significant change. The delivery of a service that takes quality and safety as its organising principle, through a period of financial restraint, is a major challenge now facing the NHS.

In response to this challenge, the NHS have developed the NHS Premises Assurance Model (NHS PAM) to support the NHS nationally in meeting its commitments under the NHS Constitution 'to provide services from a clean and safe environment that is fit for purpose based on national best practice' and the regulatory requirements to ensure 'service users are protected against risks associated with unsafe and unsuitable premises.'.

It is a tool that allows NHS organisations to better understand the efficiency, effectiveness and safety with which they manage their estate and how that links to patient experience.

The NHS estate is an important enabler of high quality NHS services as well as a potential source of major risk to patients, staff and visitors safety and service delivery. The NHS PAM identifies where the NHS Constitution needs to be considered and where assurance is required;

  • The NHS PAM can be used to support Commissioners of NHS services to ensure the quality and safety of the services they commission.
  • The NHS estate is valued at almost $40 billion in 2011-2012, making it the single largest property holder in the public sector. The annual running cost of just the NHS estate is £7 billion annually.Given the current need to save spend without reducing safety or quality, the NHS needs to carefully consider how its estate and facilities services and assets are included in cost saving exercises.

The NHS PAM has been designed to apply to:
  • NHS Foundation Trusts
  • NHS Trusts
  • Mental Health Trusts
  • Ambulance Trusts
  • Community Trusts
